This programme is the second in the 'Four Ages of Every Child' series that looks at the implementation of the 'Every Child Matters' reform agenda across the age ranges. Brighton and Hove is one of the first local authorities currently operating as a Children's Trust. This programme investigates how the new approach is working for 6 to 11 year olds. Phil Smith, Headteacher at Carlton Hill Primary, has his school deeply involved in multi-agency working, but Susan Strong, SENCO at Hangleton Junior School, is waiting impatiently for help while schools like Phil's benefit from pilot status.
